Penney Company has been part of this West 2nd Street commercial district for many years and was formerly at 316 W. Second St. (#50) where Woolworth's is now. The 1928 Ashland City Directory shows J.C. Penney at 301 West 2nd Street (#29) where Coast to Coast is. |
