Additional Information:This house contributes to the architectural significance of the proposed Jefferson Avenue Historic District as a fine example of the Colonial Revival style designed by Madison architect Frank Riley, a master in the design of period revival homes. This two-story frame house in the Colonial revival style has a gabled roof, stucco wall surfaces, and shuttered windows.

The January 15, 1927 Janesville Gazette reported that this house cost $20,000 to build. With the Russell C. Parker House at 904 Court Street (which cost $30,000), the pair were deemed "more expensive than any constructed in Janesville in a decade." Bernard Morey Palmer (1878-1945) was the son of William F. Palmer, who organized the Parker Pen Company with George S. Parker in 1891. Bernard was an attorney in the firm of Palmer and Dougherty. A Janesville City Council member, he also served on many boards including that of Beloit College.
