This paper mill office is a slate-shingled, hip roofed Romanesque Revival rectangle, built of brick with massive stone trim. The smooth surfaced red brick walls rest on four stone foundation courses and rise beyond a string course level with the springing of the first-story window arches to a stone lintel course in the second story which supports a crown-molded cornice. The streetside facade has two broad bays with wooden-framed windows in rough ashlara arches surmounted by paired sashes with shared stone sills. Between the paired windows is a single narrow sash. The visible, alley sidewall has three similar bays of arches and upper-story window pairs. A wooden-framed entry with transom and sidelights, set in the angled left corner, is flanked by stone colonettes supporting corbelled stone blocks that carry a diapered pediment. The gabled wall dormer above has a bowed second-story window and three arched attic windows framed by rough stone tourelles. The Winnebago Paper Company Offices are all that remain of the mill complex that was begun in 1874. The offices are also the only 19th century milling offices still standing. This property was last surveyed in 1996 using the City Base Map with the code 123/31. Previously surveyed in 2004. A paper mill was originally established for this location by the Winnebago Paper Company in 1874 under the leadership of flour miller John R. Davis Sr. The primary product of the company was book and print papers. In 1904, the business was sold to Bergstrom Paper Company which continued the manufacture of book and print papers and expanded into recycled waste papers. In 1979, the P.H. Glatfelter Company acquired the Bergstrom Paper Company. The P.H. Glatfelter Company continued operations until 2006, at which time it was closed as attempts to sell the mill had failed. After closing, Glatfelter contracted with salvage contractors which removed any salvageable machinery or other valuable materials such as metals that could be sold for scrap. That salvage operation occurred between approximately June 2007 and May 2008. The mill buildings were significantly damaged by the salvage operators. None of the pre-1900 buildings, with the exception of the main office (built 1893) and possibly the blacksmith shop, are extant. |
