The Paulsen house is a two story frame structure dating from 1867 (county tax rolls). With the exception of alltered porch columns, the house has largely retained its integrity. The unusual use of curved window treatments, diagonal and horizontal boards make this otherwise modest house stand out.

The Paulsen house is significant for its unusual use of wood in a decorative way not found elsewhere in the District.

Following further research in 2005, it was determined that an earlier house was located on this property, which was perhaps the Paulsen house and built in 1867 (as noted in the 1988 intensive survey). However, based on Sanborn maps, the 1893 plat map, as well as city directories, the subject house was not built until circa 1893 and was owned by Frank Guse. Guse was a partner in Bigel & Guse, a planing mill and manufacturer of sash, doors and blinds. In 1904, Bigel went into the lumber business with his son Frank Jr. Frank Sr. died in 1932. The house was divided for two-family use by not later than 1942.

July 2005-Resting on a brick foundation, this two story gabled ell house is sheathed with clapboard. An open porch at the south ell juncture features a sunburst design in the gabled peak, while the single porch support is a metal replacement. The front facing gabled wing consists of two, single sash windows along the first level and paired sashes along the second floor. Both the first and second floor windows feature wooden surrounds with decorative sawn trim (similar to that found on the house at 1222 S. 8th Street). A one story bay projects from the southern gabled wing, while another paired example rests along the second floor, again with sawn trim. Windows throughout the remainder of the house are generally one over one light sash examples.

Built circa 1893, the original owner of this home is believed to have been Frank Guse. Frank Guse and Joseph Bigel were partners in Bigel & Guse, a planing mill and manufacturer of sash, doors and blinds. Guse was born in Germany in 1853 and came to the United States at the age of three. After growing up on the family farm in nearby Town of Cooperstown, he married Anna Gauger and then learned the carpenter trade and moved to Manitowoc. Following his partnership with Bigel, he went into the lumber business with his son Frank Jr. in 1904. Due to ailing health, he retired shortly thereafter; he died in 1932. In 1934, the owner/occupant is noted as Mathilda Salak and, by no later than 1942, the house had been remodeled for two family rental use.

No evidence was found to substantiate eligibility under Criterion A. Although Frank Guse was a local businessman of some note, no information was found to suggest eligibility under Criterion B. And finally, regarding Criterion C, the subject house#20;essentially a gabled ell variation#20;stands largely intact. Despite its good degree of integrity, the house is a common form with modest Queen Anne elements and does not exhibit the character necessary for Register listing. A DOE is not necessary.
