The Neoclassical-style Island City Bank was built in 1906. The two-story building is rectangular in plan and has a flat roof with parapet. The bank is clad in Roman brick with red sandstone trim. The front (2nd Ave.) façade is three bays wide. The front entry consists of a large arched opening with a volute keystone and a projecting stone surround consisting of a classical entablature supported on freestanding Tuscan columns. The original opening currently contains a modern entry door with sidelights. The south bay has a single large window with a tabbed stone surround. The north bay is narrower and contains a modern door leading to the stairs to the second story. The upper story contains five windows with elongated jack arch lintels and stone keystones. The south (Sorensen St.) façade is four bays wide and contains similar types of windows to the front elevation. The building is capped with a corbelled brick cornice. At an unknown date, the original parapet was raised by sixteen inches; the later masonry does not match the original in color or dimension. All of the windows in the building are modern replacements, with aluminum frames and dark tinted glass.

The Island City Bank was established in 1896 as one of several in Cumberland. In 1906, the bank constructed the subject building. The Island City Bank closed during the depression, and the building later housed the local Knights of Columbus chapter and the DeGideo Shoe Store.
