The Contemporary style Milwaukee County Children’s Court Center was constructed in 1961, intentionally outside of the City of Milwaukee and away from other local courthouses and detention centers to separate the justice and penal systems for youth from adults. The building was renamed for Vel Phillips, the state’s first African American judge, in 2009.
