MOULDED BELT COURSES. 231 East Rives Street Levi J. and Leora Billings-Martin and May Lally House This one-and-one-half-story, frame, front-gabled Queen Anne house was built circa 1891 for Levi Billings. The house has an irregular, complex silhouette, with stickwork in the gable ends. The house was expanded circa 1910; the wrap-around porch dates from about the same time. The porch features a stickwork balustrade, spindled frieze, and corner canted entrance with scrolled brackets and a pediment. Along the front (south facade) of the house, the porch is two stories, with a gabled roof at the west end, and a cutaway under a polygonal bell roof (which gives the appearance of a corner tower) on the east end. On the east-facing facade, there is a gabled wall dormer with stickwork and projecting eaves with brackets; there is also a polygonal bay with bell roof on this facade. Levi Billings was a pioneer Rhinelander attorney, and the first Oneida County District Attorney, serving from 1887 until 1893, and from 1895 until 1897. He was Oneida County Judge from 1901 until 1913 (Oneida County: 1887-1987, pp. 178-179.), and a founder of the First National Bank. Levi Billings transferred the property to Leora Billings in 1903 (Oneida County deeds, 38:143). Another long-time resident was Martin Lally; he and his family owned the house from at least 1927 until at least 1965 (Rhinelander City Directories). The Billings-Lally House is an ornate local example of a Queen Anne house, showing the influence of the Stick Style, and retains good integrity. |
