Whitney School was built in 1918 by the Green Bay architectural firm Foeller and Schober, who built many schools throughout northeastern Wisconsin during the early twentieth century. The building replaced an earlier school of the same name on the site. Named after Daniel Whitney, a pioneer who founded the village of Navarino (later Green Bay) during the 1830s, the Whitney School stands on land once owned by him.

Rising three stories in height, the Neo-classical Revival style building is built of load-bearing brick. Limestone accents adorn the façade, perhaps most notably panels on the cornice on the façade and side elevations, each of which portray two youth flanking a book surmounted by an owl. The building is T-shaped, with a rectangular “classroom block” and an ell which contained space for the lunchroom (on the first floor) and the auditorium above.

The school also retains notable interior features, including terrazzo lined tile corridors and entrance halls and splendid marble drinking fountain walls surmounted by inspirational plaster panels on all floors. Whitney School is one of only three schools to survive from a building boom of public school buildings in Green Bay in the first two decades of the twentieth century. Its design and organization represents trends in graded education at the time, and through its plan, design and form – which survives relatively unaltered – expresses that history well.
