Major William E. Neidner, (left) a member of the staff of the senior Army instructor of the Wisconsin National Guard, presenting the Bronze Star Medal to Lt. Col. Carlisle P. Runge (right), a general staff officer of Wisconsin's 32nd National Guard division. The medal was awarded for meritorious service in Europe during World War II while commander of the 242nd Quartermaster Depot Company in operations against the enemy from 1943 to 1945. |
