ADDITIONAL INFORMATION
Things were not always so idyllic as this photograph suggests. On August 22, 1903 the "Wisconsin State Journal" editorialized: "Some strenuous kicking is being heard nowadays about the capitol park as a resort for the idle, the tough, and the ne'er-do-well, who make it their business and recreation to say things they should not say to women passersby. There seems to be a large number of young men who are idle, either from choice or because they can't help it, who make seats in the park their headquarters, day and night. Especially in the night is this evil noticeable. While it cannot be said that these people have no right to the seats, the fact remains that they are prohibited by ordinance from making themselves objectionable to the general, and especially the pedestrian public. Only this morning a young girl of some 18 summers passed through the park, and when directly in front of a seatful of young hoodlums who sat near the fountain, was made the object of remarks that cannot be printed in this paper. The state pays a certain number of men to do police duty in the park, but they seem to be a minus quantity most of the time."
