These are the first high cliffs on the Upper Dells, and are a short distance above the city of Kilbourn." Elevated view looking down at an excursion boat steaming through past High Rock. Trees are clinging to the formations and growing on top.<p>Kilbourn City was founded in 1857 by Byron Kilbourn, the name was changed in 1931 to Wisconsin Dells.</p>
