Women's Christian Temperance Union Convention at Hotel Loraine

The national Women's Christian Temperance Union (WCTU) holds their annual convention at the Hotel Loraine. Mrs. Fred J. Tooze (of Portland, Oregon), WCTU national recording secretary, places a white ribbon around the wrist of Beth Towner (age 4) as a symbol of her dedication to total abstinence.
