| The national Women's Christian Temperance Union (WCTU) holds their annual convention at the Hotel Loraine. Mrs. Fred J. Tooze (of Portland, Oregon), WCTU national recording secretary, places a white ribbon around the wrist of Beth Towner (age 4) as a symbol of her dedication to total abstinence.
