From a radio nearby the voice of President Franklin Delano Roosevelt, says "... I expect my cabinet officers to be fair and just and decent in dealing with career people in government...!<p>In 1936, Arthur J. Altmeyer was a member of the Social Security Board, which was created with the passage of the U.S. Social Security Act in 1935. Dr. Allen Varley Astin, in 1936, was the director of the National Bureau of Standards (now the National Institute of Standards and Technology).<p>Both men were public servants their entire careers.<p>Gib Crockett presented this cartoon to Arthur Altmeyer 'with all good wishes.'<p>The cartoon was published in the <i>Washington Evening Star</i> on Saturday, April 25, 1936.

In 1936, Arthur J. Altmeyer was a member of the Social Security Board, which was created with the passage of the U.S. Social Security Act in 1935. Dr. Allen Varley Astin, in 1936, was the director of the National Bureau of Standards (now the National Institute of Standards and Technology).

Both men were public servants their entire careers.
