From left to right: Eloise Cohen, Wilbur Cohen and Ladybird Johnson are laughing during an event. Wilbur Cohen was a research assistant with the committee which drafted the Social Security Act in 1934. He maintained an expertise and enthusiasm for public welfare throughout his career. He became Assistant Secretary for Legislation of Health, Education and Welfare in 1961. In 1965, President Lyndon B. Johnson promoted him to Under Secretary. In 1968, Cohen became the U.S. Secretary of Health, Education and Welfare. |
