lawyer, professor, university president, b. Brownville, Neb. He graduated from DePauw Univ., Ind. (A.B., 1893) and Harvard Univ. (LL.B., 1899). He practiced law in Boston (1899-1902). In 1902 he came to the Univ. of Wisconsin as assistant professor of law, was made full professor in 1903, and served in this capacity from 1903 to 1922. During his tenure at Wisconsin, Gilmore was active in the conservation movement, was the state's representative to the National Conference of Commissioners on Uniform State Laws, and was president of the Association of American Law Schools (1919-1920). He also worked with the American Institute of Criminal Law and Criminology, wrote numerous articles on legal problems, and served as acting dean of the Univ. of Wisconsin law school (1912-1913). In 1922 he left Wisconsin to become vice-governor and secretary of public instruction in the Philippine Islands, serving in this capacity from 1922 to 1930. He was also acting governor of the islands (1927-1929). Returning to the U.S., Gilmore was dean of the college of law, State Univ. of Iowa (1930-1934), and president of the State Univ. of Iowa (1934-1940). He was dean of the Univ. of Pittsburgh law school (1940-1942), and in 1942 returned to Iowa to serve as professor of law until his death. Who's Who in Amer., 27 (1952); M. Curti and V.
