lawyer, politician, Congressman, judge, b. Oconto. He graduated from the Univ. of Wisconsin (LL.B., 1891), was admitted to the bar, and practiced law in Oconto. He was Oconto County judge (1894-1898), mayor of Oconto (1898-1900), and held other local offices. A Republican, he was elected a Congressman in 1916 and served from 1917 to 1923. In Congress he was one of two Wisconsin representatives voting in favor of the declaration of war with Germany. He was opposed to prohibition.
