judge, b. Rochester. He graduated from Rochester Seminary (1883) and the Univ. of Wisconsin Law School (1886). He served as assistant in the attorney general's office and as clerk of the Racine County court. Elected Racine County judge in Apr., 1889, he served until 1901. Belden was admitted to the bar of the U.S. Supreme Court in 1898. Elected judge of the 1st judicial circuit in 1901, he served in that position from Jan., 1902, until his death. F. S.
