The 38th Wisconsin Infantry organized companies A through D at Camp Randall in Madison and mustered into service on April 15, 1864. It then moved to Washington, D.C., during the first week of May.

From Washington, D.C., the regiment moved into Virginia and participated in the Siege of Petersburg, the pursuit of General Lee's army, and with the 1st Battalion at Arsenal, Washington, during the trial and execution of President Lincoln's assassins.

The regiment mustered out on July 26, 1865. The regiment lost 113 men during service. One officer and 56 enlisted men were killed and 56 enlisted men died from disease.
