Governor Thompson introduces "the end of welfare" in 1996
W-2, Wisconsin Works.
On April 25, 1996, Governor Tommy Thompson signed Wisconsin Works into law. The new law ended the Aid to Families with Dependent Children program and replaced it with a program based on work known as W-2. This booklet explains the basic structure of the program and how Thompson felt it would address existing problems in the welfare system.
