Resting on a stone foundation, the two and a half story frame dwelling is characterized by twin gabled projections which flank a center entrance and second floor balcony. The most eleborate of the projecting sections (located at the northeast corner of the building) features a balcony in the top portion and a two story bay window below. A spindle valance and balustrade accent the balcony. On the north elevation a simple porte-cochere is visible. A large carriage house is situated at the rear of the property.
One of several citizens of Maine who migrated to Eau Claire, C.A. Bullen was involved in the lumber industry, being one of the partners in the Daniel Shaw Lumber Company. Bullen arrived in the Chippewa River Valley community in late 1856 soon after his brother-in-law, Daniel Shaw, had established his fledgling lumber business. The Daniel Shaw Lumber Company, a steady producer of fine lumber throughout its history, was in operation until 1912. During that time Bullen served the company in a variety of positions, including president. Bullen, who died in the house in 1921 at the age of 95, had additional lumber interests in Ashton, South Dakota; Udell, Kansas; and Trinidad, Colorado. After Bullen's first wife died in 1863 he married her sister, after whose death he married a third sister.

2016- "Soon after his brother-in-law Daniel Shaw established his fledgling lumber company, C.A. Bullen arrived in the Chippewa Valley. He was a partner and president of the Shaw Lumber Company, which operated until 1912, and served on the first Eau Claire City Council and as a director of the Eau Claire Railway Company.
Bullen's wife died in 1863. Subsequently, he married her sister, after whose death he married a third sister. He died in this house in 1921 at the age of 95."
