2008- "This commercial building has a rectangular plan with a flat roof decorated with gable and round-arched parapets. The walls are
constructed of brown brick accented with stone details. The decoration of the building suggests the Twentieth Century Commercial
Style. The main elevation sits along North Downer Avenue and on this elevation, the second story windows are paired or tripartite
and decorated with stone surrounds. Stone pilasters park the gable parapets on this elevation. On the Capitol Drive or south elevation,
windows are undecorated except for a set of stone pilasters that flank the gable parapet on that elevation.
A historic photograph shows that the original second story windows of the building had multiple lights and were topped with
transoms. These windows have been replaced with modem single-light sashes. The first floor storefronts mainly run along North
Downer Avenue, but the comer storefront wraps around East Capitol Drive. The comer storefront was modernized with metal and
glass show windows and doors. The storefront along Downer appears to have been modernized with metal and glass show windows
and a modem bulkhead, but a multi-light transom appears to be extant. The main entrance into the second floor apartments sits
between the storefronts and has its historic features. Also, the openings windows on the first story of south elevation, in the upper
level of the story, appear to be the original four-light windows, based on the historic photograph."
