"King Joe," Hobo King

Portrait of "King Joe," hobo king, in town lobbying to make Wisconsin safe for "hobo-ocracy." He was elected president of the Bonafide Hobos Union at an international convention held in Toronto. He claims that "hobos are gentlemen of the homeless, bums and tramps are lesser folk."
