Arthur J. Altmeyer

Portrait of Arthur J. Altmeyer, a key figure in the creation of the United States Social Security system. Altmeyer was a student of John R. Commons at UW-Madison, where he studied social and labor policies. He was Secretary of the Wisconsin Industrial Commission (1922-1933), where he worked on the state's unemployment insurance program. He was chosen by President Franklin D. Roosevelt to work on what became the Social Security Act of 1935. From 1936-1946 he worked for the Social Security Board, as its chair for all years except 1936. From 1946-1953 he was Commissioner of the Social Security Administration.
