A stamp of blue ink on the back of the photograph reads, "Geo. E. Mellen, Expert View Photographer, Times Bldg. Chicago, U.S.A." The windmill is probably Bartels Windmill, which stood in Tinley Park, IL, from approximately 1869 to 1911.
