"The Capital Times" reported that Estes' abbreviated trunks have the approval of Police Chief McCormick, but Grasser's dropped shoulder strap violates Madison's code of decency. "If the suit has shoulder straps, the straps must stay on the shoulders."
DESCRIPTION
