They are standing in front of a map in the Rotunda of the Wisconsin State Capitol that shows the Wisconsin traffic fatalities for the years 1939-1940. Zimmerman is present for this photo opportunity because Wisconsin drivers licenses were then issued by the Secretary of State. The name recognition Zimmerman gained from having his signature on the licenses made him one of the most electable candidates in Wisconsin history. |
