Display window at J.C. Penney & Company, 17-19 East Main Street, featuring cowboy "Tom Mix, of Radio, Safety Rules to All Straight Shooters" for Wisconsin Motor Vehicle Department Safety Division. Display features mannequin wearing "safety color raincoat at $3.98," a picture of Tom Mix "for safety ride your bike carefully."
